To His Excellence

Governor of the Province of Low-Congo Province

RE: Our support and fears

We, members of the Civil Society of Bas-Congo, urban office of Boma and Low-River, come respectfully before your Authority to speak through this letter for two reasons:

– To give our support for the letter of complaint introduced into your office, to your Excellence by the communities affected by the Inga Dam in opposition to SNEL seeking the restoration of their be restored of their rights which have been neglected and alienated for too long.

Our support continues until we pray you to you to see how you can make respect by these companies of our province their social responsibilities and take provisions in favour of the populations of Inga and surroundings which will be required to vacate the area for construction of Inga 3 and 4 and to see how to collaborate with the civil society for a good end.

– And we also take advantage to introduce to you our regrets and our fears with respect to the behavior of WEC, World Conseil of Energy and SNEL to have voluntarily excluded the civil society and the local communities in the discussions which relate to the development of the Site of Inga as decided with the ministerial conference of Johannesburg, conferences of Midrand and of Gaborone; that all the interested parties should be taken into account, of which you have the reports submitted at your office by the civil society.

You would help us well to ask them to explain to us the reasons which militated so that they excluded us from the conference of London from the 21 to 22 April on the financing of Inga 3+ to which we had made all the provisions to take part in it and that despite everything the correspondences which we had had.

We wonder about the applicability of what they will decide on our soil without our implication, these are the reason for our fears, is it complicity or sabotage?

In the hope that you will take seriously our concerns which are also yours, receive Excellence our patriotic sentiments.
